Decision No. 33 of 2019

Concerning the Establishment and Formation of the Higher Commission for Tribal Affairs in the Northern Governorates

The President of the State of Palestine

The Chairman of the Executive Committee of the Palestine Liberation Organisation

In reference of the provisions of the Bylaw of the Palestine Liberation Organisation,

The provisions of the Amended Basic Law of 2003, as amended,

Based upon the powers vested in me, and

In pursuance of the public interest,

I hereby promulgate the following Decision:

Article 1

In accordance with the provisions of this Decision, a commission to be called the Higher Commission for Tribal Affairs in the Northern Governorates shall be established and shall report to the President of the State of Palestine.

Article 2

The commission shall be formed in the following manner:

1. Mr. Nawwaf Sarhan Suleiman az-Zagharneh as a member
2. Mr. Ibrahim Khalil Ibrahim al-Fawaghrah as a member
3. Mr. Nafeth Mohammed Haydar al-Ja’bari as a member
4. Mr. Abdul Razzaq Mar’i Hasan Abu al-Hayja as a member
5. Mr. Othman Rashid Salameh Dweikat as a member
6. Mr. Isma’il Suleiman Saleem Abu ar-Rashaydeh as a member
7. Mr. Amer Ali Mohammed Ali as a member
8. Mr. Yousef Mustafa Ahmed Mukheimar as a member
9. Mr. Jibreel Mustafa Abdul Hadi as-Sarahneh as a member

Article 3

Mr. Iyad Issa Abdul Salam al-‘Amleh shall be mandated with the tasks of general coordination for the Commission.

Article 4

The Commission shall have the power to establish subcommittees in the governorates to follow up on the affairs of tribes.

Article 5

All provisions that contradict the provisions of this Decision shall be repealed.

Article 6

All the competent authorities, each one within its sphere of jurisdiction, shall implement the provisions of this Decision, which shall enter into force as of date of its promulgation and shall be published in the Official Gazette.
