Law by Decree No. 20 of 2014 Concerning the Amendment of the Penal Law No. 16 of 1960 and its Amendments

In accordance with the provisions of the Amended Basic Law of 2003 and its Amendments, particularly Article 43 thereunder,
Having reviewed the Penal Law No. 16 of 1960 and its Amendments, in force in the Northern Governorates,
Based upon the powers bestowed upon me, and
In accomplishment of the public interest,
In the name of the Arab Palestinian people,
I hereby promulgate the following Law by Decree:
The text of Article (114) of the Penal Law No. 16 of 1960 and its Amendments shall be repealed and replaced by the following text:
1. Any Palestinian who attempts, through actions, speeches, writings or otherwise, to carve out part of the Palestinian territory with the aim of annexing it to a foreign country, or to bestow it with rights or a special privilege over these territories, or attempting to sell or lease any part of the Palestinian lands to an enemy state or any of its citizens or nationals, shall be punished by temporary hard labor for at least five years.
2. The perpetrator shall be punished by life imprisonment with hard labor if his action described above led to a result.
Article 2
All provisions that contradict the provisions of this Law by Decree shall be repealed.
Article 3
This Law by Decree shall be presented to the Legislative Council in the first session it convenes for approval.
Article 4
All the competent authorities, each one within its sphere of jurisdiction, shall implement the provisions of this Law by Decree, which shall enter into force as of the date of its publication in the Official Gazette.
